EXPLANATORY NOTE

This Bill would amend the House of Assembly Accountability, Integrity and Administration Act to allow for House officers to be appointed temporarily by the Speaker, upon the recommendation of the House of Assembly Management Commission, in certain circumstances.

Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows:

        1. Section 7 of the House of Assembly Accountability, Integrity and Administration Act is amended by adding immediately after subsection (2) the following:

             (3)  Where an officer referred to in paragraphs (1)(a) to (d) is unable to act by reason of absence, incapacity or other cause or the office is vacant, the Speaker, upon the recommendation of the commission, may appoint a person to act as that officer in a temporary capacity for a period that shall not exceed 12 consecutive months.
