        1. Paragraph 2(i) of the Milk Scheme, 1998 is repealed and the following substituted:

              (i)  "milk" includes all classes and grades of cow's fluid milk and cream, whether bulk or pre-packaged and whether raw, whole, reduced, powdered or flavoured, and any other liquid substance for human consumption made wholly or mainly from milk;
