Lawn Bay Ecological Reserve Order
under the
Wilderness and Ecological Reserves Act

Under the authority of section 18 of the Wilderness and Ecological Reserves Act, the Lieutenant-Governor in Council makes the following Order.

Short title

        1. This Order may be cited as the Lawn Bay Ecological Reserve Order .

        2. The Lawn Bay Ecological Reserve is established and the area included is as set out in Schedule A.

        4. The Lawn Islands Archipelago Provisional Ecological Reserve Order , Newfoundland and Labrador Regulation 59/09, is repealed.

Schedule A

All those pieces or parcels of land and territorial waters known as Middle Island , Swale Island and Colombier Islands , situated and being in Lawn Bay in the province of Newfoundland and Labrador , in the electoral district of Grand Bank, and being more particularly described as follows:

Middle Island having coordinates of east 605,425 metres and north 5,191,575 metres, including a marine component extending seaward 500 metres from the low water mark of the shoreline of Middle Island, and including any other islands or shoals lying within this marine component;

The above described pieces or parcels of land and territorial waters containing a terrestrial component of 7.83 hectares and a marine component of 131.94 hectares, more or less.

Swale Island having coordinates of east 606,207 metres and north 5,194,448 metres, including a marine component extending seaward 500 metres from the low water mark of the shoreline of Swale Island, including any other islands or shoals lying within this marine component, and reserving out of the marine component any land and territorial waters lying within 100 metres of the low water mark of the shoreline of the island of Newfoundland;

The above described pieces or parcels of land and territorial waters containing a terrestrial component of 1.27 hectares and a marine component of 82.31 hectares, more or less.

And also, two islands collectively known as Colombier Islands, the first having coordinates of east 608,669 metres and north 5,194,003 metres and the second having coordinates of east 608,398 metres and north 5,193,757 metres, including a marine component extending seaward 500 metres from the low water mark of the shoreline of each of the two Colombier Islands, and including any other islands or shoals lying within this marine component;

The above described pieces or parcels of land and territorial waters containing a terrestrial component of 4.8 hectares and a marine component of 147.52 hectares, more or less.

The total of the above described areas is 375.67 hectares, comprised of a total terrestrial component of 13.90 hectares and a total marine component of 361.77 hectares, more or less.

Reserving and excepting out of the above described pieces or parcels of lands and territorial waters, all those pieces or parcels of land and territorial waters lawfully alienated from the Crown.

All coordinates are referenced to the Universal Transverse Mercator Projection, Zone 21, with a central meridian of 57 ° west longitude, North American Datum 1983.

Schedule B

The area known as Lawn Bay Ecological Reserve is established as an ecological reserve primarily to protect the internationally significant seabird breeding colony of the Manx Shearwater (Puffinus puffinus ) and its habitat. In addition to Manx Shearwater, the Reserve also protects breeding habitat for eight other seabird species. Scientific research at the site will be encouraged and educational use and commercial and non-commercial use may be permitted where it does not conflict with the general objective of site protection and scientific research.  To limit disturbances to seabirds during the breeding season and minimize habitat erosion year-round, access to Middle Lawn Island is by special permit only. Restrictions on access to the Swale and Colombier Islands and the surrounding marine zone shall be in place throughout the breeding season.

The managing agency for the reserve is Parks and Natural Areas Division of the Department of Environment and Conservation.
