EXPLANATORY NOTES This Bill would amend the Labrador Transportation Initiative Fund Act to provide that the board of management of the fund shall authorize payments out of the fund where directed to do so by the Lieutenant-Governor in Council. The Bill would also require the government of the province to proceed with the construction of Phase III of the Trans-Labrador Highway and to allocate an amount of money, where an amount was voted for the purpose by the legislature, towards that construction.
A BILL AN ACT TO AMEND THE LABRADOR TRANSPORTATION INITIATIVE Analysis 1. S.8 Amdt. 2. S.10 Added Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows: SNL1997 cL-5.1 1. (1) Section 8 of the Labrador Transportation Initiative Fund Act is amended by adding immediately after subsection (1) the following: (1.1) Notwithstanding subsection (1), the board shall, where directed to do so by the Lieutenant-Governor in Council, authorize the payment of money out of the fund in the amount and for the purpose determined by the Lieutenant-Governor in Council. (2) Subsection 8(2) of the Act is amended by adding immediately after the figure "(1)" the word and figure "or (1.1)".
2. The Act is amended by adding immediately after section 9 the following: Construction of highway 10. (1) The government of the province shall proceed, beginning in the fiscal year 2003-04 and continuing for the next 5 years, with the construction of phase 3 of the Trans-Labrador Highway. (2) The government of the province shall, in each year of the period referred to in subsection (1), ask the legislature to appropriate an amount of money to defray the costs of the construction of phase 3 of the Trans-Labrador Highway that, in total, is not less than $102 million. ©Earl G.
