The purpose of this Bill is to effect a reorganization of the boundaries of electoral districts in the province.

Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows:

        1. Section 5 of the House of Assembly Act is repealed and the following substituted:

        5. Each district for which a member shall be returned to the House of Assembly is listed below and is more particularly described and delineated in the Schedule, and each district shall return one member to the House of Assembly:

Baie Verte - Springdale

The District of Baie Verte - Springdale shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the intersection of the centre line of the Trans Canada Highway and the meridian of 56° 45' west longitude;

Then running in a general northeasterly direction along the centre line of the Trans Canada Highway to its intersection with the meridian of 56° 30' west longitude;

Then running due east to its intersection with the meridian of 56° 20' west longitude;

Then running north along the meridian of 56° 20' west longitude to its intersection with the centre line of Indian Brook;

Then running in a general northeasterly direction along the centre line of Indian Brook to its intersection with the western shoreline of Halls Bay, south of the community of Springdale;

Then running in general northeasterly and northwesterly directions along the sinuosities of the shoreline to Partridge Point, White Bay;

Then running in a general southwesterly direction along the sinuosities of the eastern shoreline of White Bay to its intersection with the meridian of 56° 45' west longitude;

Then running south along the meridian of 56° 45' west longitude to the point of beginning, together with Horse Islands, Gull Island, Little Bay Island, and all other adjacent islands.

Bay Of Islands

The District of the Bay of Islands shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the point of land known as North Head, located on the eastern shoreline of the Gulf of St. Lawrence, north of the Bay of Islands;

Then running in an easterly direction to the intersection of the parallel of 49° 18' north latitude and the meridian of 57° 30' west longitude;

Then running south along the meridian of 57° 30' west longitude to its intersection with the eastern shoreline of Deer Lake;

Then running in a westerly direction to the summit of Old Man Mountain, north of Old Mans Pond;

Then running in a southwesterly direction to the intersection of the centre line of the Bay of Islands North Shore Highway, Route #440 and the southern shoreline of Humber River;

Then running along the southern shoreline of Humber River and the Humber Arm in a general westerly direction to its intersection with the centre line of St. Mary=s Brook;

Then running in a southerly direction along the centre line of St. Mary=s Brook to its intersection with the centre line of Curling Street;

Then running in a general westerly direction along the centre line of Curling Street to its intersection with the centre line of Birchy Cove Drive;

Then running along the centre line of Birchy Cove Drive to its intersection with the centre line of Woodbine Avenue;

Then running in a general southwesterly direction along the centre line of Woodbine Avenue to its intersection with the centre line of O=Connell Drive;

Then running in a general southeasterly direction along the centre line of O=Connell Drive to its intersection with the centre line of Lewin Parkway;

Then running in a southwesterly direction to the intersection of the parallel of 48° 55' north latitude and the meridian of 58° 05' west longitude;

Then running in a westerly direction to the point of intersection with the shoreline of Rope Cove and the centre line of Rope Cove Brook, located on the eastern shoreline of the Gulf of St. Lawrence;

Then running in a general northeasterly direction along the sinuosities of the eastern shoreline of the Gulf of St. Lawrence to the point of beginning, together with Woods Island, Pearl Island and all other adjacent islands.

Bellevue

The District of Bellevue shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the point of land known as Bald Head, south of the community of Gooseberry Cove, Trinity Bay;

Then running due west to the point of intersection with the meridian of 55° west longitude;

Then running south along the meridian of 55° west longitude to its intersection with the parallel of 47° 30' north latitude;

Then running east along the parallel of 47° 30' north latitude to its intersection with the meridian of 54° 30' west longitude;

Then running south along the meridian of 54° 30' west longitude to its intersection with the western shoreline of Placentia Bay, located near the point of land known as White Sail Head, southwest of the vacated community of Toslow;

Then running in general northeasterly and southeasterly directions along the sinuosities of the shoreline of Placentia Bay to the point of land known as Corbin Head, located on the eastern shoreline of Placentia Bay, northwest of the community of Long Harbour;

Then running due east to the point of intersection with the centre line of Route #202;

Then running in a general northeasterly direction along the centre line of Route #202 to its intersection with the centre line of the Trans Canada Highway;

Then running in a general southeasterly direction along the centre line of the Trans Canada Highway to its intersection with the centre line of the road leading to Ocean Pond;

Then running in a northwesterly direction to the intersection of the parallel of 47° 30' north latitude and the meridian of 53° 25' west longitude;

Then running in a northwesterly direction to the intersection of the centre line of Route #80 and the centre line of Route #73;

Then running in a general northwesterly direction to the point of land known as Hopeall Head, located on the western shoreline of Hopeall Bay, Trinity Bay;

Then running in general southeasterly and northwesterly directions along the sinuosities of the shoreline of Trinity Bay to the point of beginning, together with Woody Island, Bar Haven Island, Merasheen Island, Long Island, Red Island and all other adjacent islands.

Note: This district includes the communities of Goobies, English Harbour East, Grand Le Pierre, Terrenceville, Little Harbour East, Little Bay East, Bay L=Argent, St. Bernard=s, Jacques Fontaine, Monkstown, Woody Island, Garden Cove, Swift Current, Goose Cove, North Harbour, Come by Chance, Arnold=s Cove, Arnolds Cove Station, Southern Harbour, Little Harbour East, Fair Haven, Sunnyside, Chance Cove, Thornlea, Bellevue, Norman=s Cove, Chapel Arm, Old Shop, Blaketown, South Dildo, Broad Cove, Dildo and New Harbour.

Population - 11,005

Bonavista North

The District of Bonavista North shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the point of intersection of the centre line of a bridge, located on Route #320 and the centre line of an unnamed brook, which empties into the Northwest Arm of Locker=s Bay;

Then running due west to the point of intersection with the eastern boundary of the District of Gander;

Then running due north and due west along the boundary of the District of Gander to its intersection with the centre line of Route #330;

Then running due north to its intersection with the parallel of 49° 20' north latitude;

Then running due east along the parallel of 49° 20' north latitude to its intersection with the western shoreline of Gander Bay, near the community of Wings Point;

Then running in general southwesterly and northeasterly directions along the sinuosities of the shoreline of Gander Bay and Fredericton Harbour to the point of land known as Noggin Point;

Then running in a general easterly direction along the sinuosities of the shoreline of Rocky Bay and Aspen Cove to the point of land known as Ladle Point;

Then running in general southeasterly and southwesterly directions along the sinuosities of the shoreline of Ragged Harbour, Deadman=s Bay, and Locker=s Bay to the point of beginning, together with Pool=s Island, Greenspond Island, Silver Fox Island, Lewis Island and all other adjacent islands, with the exception of those islands contained in the District of The Isles of Notre Dame.

All geographic coordinates being scaled and referenced to the Universal Transverse Mercator Map Projection and the North American Datum of 1983.

Note: This district includes the communities of Clarke=s Head, Wings Point, Gander Bay South, Gander Bay, Main Point, Davidsville, Frederickton, Noggin Cove, Carmanville, Aspen Cove, Ladle Cove, Musgrave Harbour, Deadman=s Bay, Lumsden, Cape Freels North, Templeman, Pound Cove, Newtown, Valleyfield, Wesleyville, Brookfield, Badger=s Quay, Pool=s Island, Greenspond, Indian Bay, Parsons Point, Centreville and Trinity.

Population - 10,064

Bonavista South

The District of Bonavista South shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the intersection of the centre line of Southwest Brook and the shoreline of Goose Bay, Bonavista Bay;

Then running in a general southwesterly direction along the centre line of Southwest Brook to its intersection with the meridian of 53° 55' west longitude;

Then running in a southwesterly direction to the intersection of the parallel of 48° 15' north latitude and the meridian of 54° west longitude;

Then running east along the parallel of 48° 15' north latitude to its intersection with the meridian of 53° 45' west longitude;

Then running in a northeasterly direction to the intersection of the parallel of 48° 25' north latitude and the meridian of 53° 28' west longitude;

Then running east along the parallel of 48° 25' north latitude to its intersection with the meridian of 53° 15' west longitude;

Then running in a southeasterly direction to the point of land known as Norther Point, Trinity Bay;

Then running in a general northerly direction along the sinuosities of the eastern shoreline of the Bonavista Peninsula to the point of land known as Cape Bonavista;

Then running in a general southwesterly direction along the sinuosities of the shoreline to the point of beginning, together with all adjacent islands.

All geographic coordinates being scaled and referenced to the Universal Transverse Mercator Map Projection and the North American Datum of 1983.

Note: This district includes the communities of Lethbridge, Jamestown, Portland, Winter Brook, Sweet Bay, Southern Bay, Princeton, Brooklyn, Summerville, Plate Cove East, Plate Cove West, Open Hall, Red Cliff, Tickle Cove, Keels, Duntara, King=s Cove, Stock Cove, Knights Cove, Upper Amherst Cove, Amherst Cove, Newmans Cove, Bonavista, Lance Cove, Spillars Cove, Elliston, Little Catalina, Catalina, Port Union and Melrose.

Population - 10,014

Burgeo - La Poile

The District of Burgeo - La Poile shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the point of intersection with the meridian of 57° west longitude and the shoreline of the southwest coast, located east of the community of Grey River;

Then running due north along the meridian of 57° west longitude to its intersection with the parallel of 48° 30' north latitude;

Then running west along the parallel of 48° 30' north latitude to its intersection with the meridian of 58° west longitude;

Then running in a southwesterly direction to the point of land known as Red Rocks, located on the eastern shoreline of Cabot Strait, north of Cape Ray;

Then running in a general easterly direction along the sinuosities of the southwest coast to the point of beginning, together with Burgeo Island, Ramea Island and all other adjacent islands.

All geographic coordinates being scaled and referenced to the Universal Transverse Mercator Map Projection and the North American Datum of 1983.

Note: This district includes the communities of Cape Ray, Channel-Port aux Basques, Margaree, Fox Roost, Isle aux Morts, Burnt Islands, Rose Blanche, Harbour Le Cou, La Poile, Petites, East Bay, Grand Bruit, Grey River, Burgeo, and Ramea.

Population - 10,600

Burin - Placentia West

The District of Burin - Placentia West shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the intersection of the meridian of 54° 30' west longitude and the western shoreline of Placentia Bay, located near the point of land known as White Sail Head, southwest of the vacated community of Toslow;

Then running north along the meridian of 54° 30' west longitude to its intersection with the parallel of 47° 30' north latitude;

Then running west along the parallel of 47° 30' north latitude to its intersection with the meridian of 55° west longitude;

Then running north along the meridian of 55° west longitude to its intersection with the southern shoreline of Fortune Bay;

Then running in a general southwesterly direction along the southern shoreline of Fortune Bay to the point of land known as Devil Brook Head;

Then running in a southeasterly direction to the point of intersection with the northwestern corner of the Town of Burin Municipal Boundary (2001);

Then running in a southeasterly direction along the Town of Burin Municipal Boundary (2001), to its intersection with the shoreline of Burin Inlet;

Then running in general northeasterly and southeasterly directions along the shoreline of Burin Inlet to Neck Point;

Then running in a general northeasterly direction along the sinuosities of the western shoreline of Placentia Bay to the point of beginning, together with Burin Island, Marticot Island, Jude Island and all other adjacent islands.

All geographic coordinates being scaled and referenced to the Universal Transverse Mercator Map Projection and the North American Datum of 1983.

Note: This district includes the communities of Marystown, Burin, Mortier, Little Bay, Mooring Cove, Spanish Room, Rock Harbour, Jean de Baie, Red Harbour, Baine Harbour, Rushoon, Parkers Cove, Boat Harbour, Brookside, Petit Forte and Southeast Bight.

Population - 11,144

Cape St. Francis

The District of Cape St. Francis shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the intersection of the shoreline of Robin Hood Bay and the City of St. John=s Municipal Boundary (1998);

Then running in a general westerly direction along the boundary to its intersection with the centre line of Logy Bay Road;

Then running in a general southerly direction along the centre line of Logy Bay Road to its intersection with the centre line of the Trans Canada Highway, also known as the Outer Ring Road;

Then running in a general westerly direction along the centre line of the Trans Canada Highway to its intersection with the centre line of Portugal Cove Road;

Then running along the centre line of Portugal Cove Road to its intersection with the centre line of an unnamed river, which extends between Windsor Lake and Newfound Pond;

Then running in a northwesterly direction to the point of intersection with the southwesternmost point of the Town of Torbay Municipal Boundary (1996);

Then running in a northwesterly direction along the boundary to its intersection with the Town of Portugal Cove-St. Philips Municipal Boundary (1996);

Then running in a northwesterly direction along the eastern boundary of the Town of Portugal Cove-St. Philips Municipal Boundary (1996) to its intersection with the eastern shoreline of Conception Bay;

Then running in general northerly and southeasterly directions along the sinuosities of the shoreline to the point of beginning.

Note: This district includes the communities of Bauline, Pouch Cove, Flatrock, Shoe Cove, Torbay, Middle Cove, Outer Cove, Logy Bay and part of the City of St. John=s.

Population - 11,777

Carbonear - Harbour Grace

The District of Carbonear - Harbour Grace shall consist of and include all that part of the Province of Newfoundland and Labrador bounded by:

Beginning at the point of land known as Salmon Cove Head, located on the western shoreline of Conception Bay, east of the Town of Salmon Cove;

Then running in a southwesterly direction along the Town of Salmon Cove Municipal Boundary (1996) to its intersection with the Town of Victoria Municipal Boundary (1996);

Then running in a general northwesterly direction along the common municipal boundary between the above mentioned towns to a point where the town boundaries change direction and cease to be common;

Then running in a northwesterly direction to the intersection of the parallel of 47° 49' north latitude and the centre line of Route #74, which extends between the communities of Victoria and Heart=s Content;

Then running in a southwesterly direction to the intersection of the parallel of 47°42' north latitude and the meridian of 53° 23' west longitude;

Then running south along the eastern boundary of the District of Trinity - Bay de Verde to its intersection with the parallel of 47° 37' north latitude;

Then running in an easterly direction to the summit of Rocky Hills;

Then running in a northeasterly direction to the intersection with the centre line of an abandoned railway bed and the centre line of Brown=s Road;

Then running in a general southeasterly direction along the centre line of Brown=s Road to its intersection with the centre line of Churchill Road;

Then running in a general northeasterly direction along the centre line of Churchill Road to its intersection with the centre line of the Conception Bay Highway, Route #70;

Then running in a general northerly direction along the centre line of the Conception Bay Highway, Route #70, to its intersection with the centre line of Brazil=s Hill Road;

Then running in a northerly direction along the centre line of Brazil=s Hill Road to its intersection with the centre line of Cranes Road;

Then running in a northeasterly direction along the centre line of Cranes Road to its intersection with the centre line of Thickets Road;

Then running in a northerly direction to the intersection of the eastern shoreline of Island Cove Pond and the centre line of an unnamed river;

Then running in a northeasterly direction to the intersection of the northeastern shoreline of Bryants Cove Pond and the centerline of a second unnamed river;

Then running in a southeasterly direction to the point of land known as Green Head, located on the western shoreline of Conception Bay, south of the community of Bryants Cove;

Then running in a general northerly direction along the sinuosities of the western shoreline of Conception Bay to the point of beginning, together with all adjacent islands.

All geographic coordinates being scaled and referenced to the Universal Transverse Mercator Map Projection and the North American Datum of 1983.

Note: This district includes the communities of Tilton, Bryants Cove, Riverhead, Harbour Grace, Carbonear, Victoria, Freshwater, and part of the community of Spaniard=s Bay.

Population - 12,051

Cartwright - L=Anse au Clair

The District of Cartwright - L=Anse au Clair shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the point of intersection of the boundary of the Province of Newfoundland and Labrador and the Province of Quebec, near Blanc Sablon, and the northern shore of the Strait of Belle Isle;

Then running north along the boundary to its intersection with the parallel of 52° north latitude;

Then running west along the parallel of 52° north latitude to its intersection with the meridian of 57° 37' west longitude;

Then running along the eastern boundary of the District of Lake Melville, north along the meridian of 57° 37' west longitude to its intersection with the southern shore of Groswater Bay;

Then running in a general southeasterly direction along the sinuosities of the southern shoreline of Groswater Bay to Fish Cove Point;

Then running in general southeasterly, southerly and southwesterly directions along the sinuosities of the eastern shoreline of Labrador to the point of beginning, together with Belle Isle, Grady Island, Island of Ponds, Square Islands and all other adjacent islands.

All geographic coordinates being scaled and referenced to the Universal Transverse Mercator Map Projection and the North American Datum of 1983.

Note: This district includes the communities of Cartwright, Charlottetown, Mary=s Harbour, Port Hope Simpson, St. Lewis, Black Tickle, Domino, Lodge Bay, Paradise River, Pinsent=s Arm, Williams Harbour, Red Bay, Pinware, West St. Modeste, Capstan Island, L=Anse-au-Loup, L=Anse-Amour, Forteau, and L=anse-au-Clair.

Population - 4,713

Conception Bay East - Bell Island

The District of Conception Bay East - Bell Island shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the intersection of the eastern shoreline of Conception Bay and the Town of Paradise Municipal Boundary (1998);

Then running in a general southeasterly direction along the Town of Paradise Municipal Boundary (1998) to its intersection with the centre line of Topsail Road;

Then running in a general southeasterly direction along the centre line of Topsail Road to its intersection with a transmission line, located on the eastern side of McNamara Road, Paradise;

Then running in a general northwesterly direction along the centre line of the transmission line to its intersection with the City of St. John=s Municipal Boundary (1998);

Then running in a general westerly direction along the City of St. John=s Municipal Boundary (1998) to its intersection with the centre line of Bennett=s Road, located on the northern side of Healeys Pond;

Then running along the centre line of Bennett=s Road to its intersection with the centre line of King=s Road;

Then running along the centre line of King=s Road to its intersection with the centre line of Old Broad Cove Road;

Then running in a general easterly direction along the centre line of Old Broad Cove Road to its intersection with the centre line of Portugal Cove Road;

Then running in a general easterly direction along the centre line of Portugal Cove Road to its intersection with the centre line of an unnamed river, which extends between Windsor Lake and Newfound Pond;

Then running in a northwesterly direction to the point of intersection with the southwesternmost point of the Town of Torbay Municipal Boundary (1996);

Then running in a northwesterly direction along the municipal boundary to its intersection with the Town of Portugal Cove-St. Philips Municipal Boundary (1996);

Then running along the eastern boundary of the Town of Portugal Cove-St. Philips Municipal Boundary (1996), in a northwesterly direction to its intersection with the eastern shoreline of Conception Bay;

The District of Conception Bay South shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the intersection of the centre line of Lower Gullies River and the southeastern shoreline of Conception Bay;

Then running in a general southeasterly direction along the centre line of Lower Gullies River to its intersection with the shoreline of Lower Gully Pond;

Then running in a general southeasterly direction along the western shoreline of Lower Gully Pond to its intersection with the centre line of Lower Gullies River;

Then running in a general southeasterly direction along the centre line of Lower Gullies River to its intersection with the centre line of the Conception Bay Highway, Route #60;

Then running in a general southwesterly direction along the centre line of the Conception Bay Highway, Route #60, to its intersection with the centre line of Forest Road;

Then running in a general southerly direction along the centre line of Forest Road to its intersection with the centre line of Lower Gullies River;

Then running in a general southerly direction along the centre line of Lower Gullies River to its intersection with the shoreline of Black Mountain Pond;

Then running due south to the point of intersection with the centre line of the Trans Canada Highway;

Trinity North

The District of Trinity North shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the point of land known as Bald Head, south of the community of Gooseberry Cove, Trinity Bay;

Then running due west to the point of intersection with the meridian of 55° west longitude;

Then running north along the meridian of 55° west longitude to its intersection with the parallel of 48° 15' north latitude;

Then running east along the parallel of 48° 15' north latitude to its intersection with the meridian of 53° 45' west longitude;

Then running in a northeasterly direction to the intersection of the parallel of 48° 25' north latitude and the meridian of 53° 28' west longitude;

Then running east along the parallel of 48° 25' north latitude to its intersection with the meridian of 53° 15' west longitude;

Then running in a southeasterly direction to the point of land known as Norther Point, Trinity Bay;

Then running in a general southwesterly direction along the sinuosities of the shoreline of Trinity Bay to the point of beginning, together with Random Island, Ireland=s Eye and all other adjacent islands.

Virginia Waters

The District of Virginia Waters shall consist of and include all that part of the Province of Newfoundland and Labrador bounded as follows:

Beginning at the intersection of the centre line of Logy Bay Road and the centre line of the Trans Canada Highway, also known as the Outer Ring Road;

Then running in a general southerly direction along the centre line of Logy Bay Road to its intersection with the centre line of Robin Hood Bay Road;

Then running along a line having a bearing of south 73° 18' west, more or less, to its intersection with the eastern shoreline of Virginia Lake, so that Cheyene Drive and Stonebridge Place are contained in the District of Virginia Waters and Gerard Place and Crosbie Drive are contained in the District of Signal Hill - Quidi Vidi.

Then running in a general southwesterly direction along the eastern shoreline of Virginia Lake to its intersection with the centre line of Virginia River, located at the southwestern extent of Virginia Lake;

Then running in a general southwesterly direction along the centre line of Virginia River to its intersection with the centre line of Carrick Drive;

Then running in a general southeasterly direction along the centre line of Carrick Drive to its intersection with the centre line of Newfoundland Drive;

Then running in a general southwesterly direction along the centre line of Newfoundland Drive to its intersection with the centre line of Torbay Road;

Then running in a general southerly direction along the centre line of Torbay Road to its intersection with the centre line of Macdonald Drive;

Then running in a general westerly direction along the centre line of MacDonald Drive to its intersection with the centre line of Portugal Cove Road;

Then running in a general northerly direction along the centre line of Portugal Cove Road to its intersection with the centre line of Higgins Line;

Then running in a general southwesterly direction along the centre line of Higgins Line to its intersection with the centre line of Fox Avenue;
