EXPLANATORY NOTES This Bill would amend the Forestry Act to delete references to the fiscal year. Instead, references would be to a calendar year. Clause 1 of this Bill would delete a
reference to "April 1" and substitute instead a reference to
"January 1". Clause 2 of the Bill would amend a subsection of the Act relating to the ability to make retroactive regulations setting timber royalty rates. Currently, those rates can be made retroactively based on a fiscal year. The proposed change would allow the rates to be made retroactively on a calendar year basis. Clause 3 of the Bill is a commencement clause. It would make the changes contained in the Bill retroactive to January 1 of this year so the proposed change can be effective for 2008. |
