1. Paragraph 26(a) of the Children, Youth and Families Regulations is repealed and the following substituted:

(a) are covered by an automobile liability insurance policy with a minimum limit of $2,000,000 and includes business use coverage, accident benefits coverage and endorsements for carrying passengers;
