Notice may be cited as the Department of Advanced
Education, Skills and Labour Notice. Definitions 2. In this Notice (a) "department" means the Department of Advanced Education, Skills and Labour; and (b) "minister" means the Minister of Advanced Education, Skills and Labour. Departmental structure 3. (1) The department was confirmed by Order in Council 2017-025. (2) The department is presided over by the minister. (3) The department has 4 branches, as follows: (a) Corporate Services and Policy; (b) Post-Secondary Education; (c) Regional Service Delivery; and (d) Workforce Development, Labour and Immigration. Powers and duties of the minister 4. The powers, functions and duties of the minister include the supervision, control and direction of all matters relating to (a) assessment and alleviation of cases of economic hardship by the provision of appropriate publicly funded financial assistance, and the administration of programs designed to ensure the integrity of that publicly funded financial assistance; (b) provision of employment and career programs and services, in co-operation with other departments of the government of the province and, as appropriate, the Government of Canada, the government of other provinces and with other entities, to enhance employability and assist individuals to compete for, attain and retain employment; (c) programs to provide for the prevention, compliance and enforcement concerning matters referred to in paragraph (a); (d) recommending and advising upon training courses for the work force and those entering it; (e) monitoring and ensuring the progress of post-secondary education and training institutions; (f) programs to support adult literacy; (g) College of the (h) (i) private training institutions registered under
the Private Training Institutions Act; (j) financial assistance for students attending
post-secondary educational institutions; (k) collection of student loans; (l) training, certification and qualifications of apprentices, trade qualifiers and journeypersons; (m) international educational services; (n) skills development under the Labour Market Development Agreement; (o) immigration and multiculturalism; (p) financial services, corporate policy, planning, service improvement and information management for the department; and (q) regulation of labour relations, terms and conditions of employment and labour standards; the conciliation and mediation of labour disputes and the encouragement of effective relations between employers and employees, which are not, or in so far as they are not, the responsibility of another minister, agency, body, corporation, board, organization or person. Administration of Acts 5. The minister has sole responsibility for the administration of the Acts set out in the Schedule and of all orders and regulations passed or made under those Acts, including those powers, functions or duties necessary or desirable for carrying out the purposes of those Acts.
