St. John's Municipal Ward Boundaries By-Law
under the
St. John's Municipal Elections Act
(O.C. 96‑172)

Under the authority of section 4 of the St. John's Municipal Elections Act and the Subordinate Legislation Revision and Consolidation Act, the Lieutenant‑Governor in Council makes the following by‑law.

Schedule


Short title

        1. This by‑law may be cited as the St. John's Municipal Ward Boundaries By‑Law.

City divided into wards

        2. For the purpose of a general municipal election, the city is divided into 5 wards as described in the Schedule.

Number of councillors

        3. The total number of councillors to be elected in a general election is 10 of which

             (a)  one councillor shall be elected in each ward; and

             (b)  5 councillors shall be elected at large.

Repeal

        4. The St. John's Municipal Ward Boundaries By‑Law, Newfoundland Regulation 224/93, is repealed.


Schedule

Ward 1

This ward covers an area bounded by the city boundary from Pier 17 northeast around to the intersection with Portugal Cove Road, Portugal Cove Road to point where proposed Outer Ring Road will intersect, proposed Outer Ring Road to Torbay Road, Torbay Road to Kennas Hill, includes properties on both sides of street, Kennas Hill to Kings Bridge Road, includes properties on both sides of street, Kings Bridge Road to Cavendish Square, includes properties on both sides of street, Cavendish Square to Duckworth Street, includes properties on both sides of street segment, Duckworth Street to Hill O'Chips, includes properties on both sides of street, Hill O'Chips to Pier 17, includes properties on both sides of street.

Ward 2

This ward covers an area bounded by the city boundary from Pier 17 west to intersection with Petty Harbour‑Maddox Cove boundary, Petty Harbour‑Maddox Cove boundary to its northwest corner, then follows an arbitrary line north to bridge crossing Waterford River to Water Street, across bridge to Water Street, Water Street to Topsail Road, includes properties on both sides of street segment, Topsail Road to Shaw Street, includes properties on both sides of street segment, Shaw Street to Hamilton Avenue, includes properties on both sides of street, Hamilton Avenue to Blackmarsh Road, includes properties on both sides of street segment, Blackmarsh Road to Cashin Avenue, includes properties on both sides of street segment, Cashin Avenue to Empire Avenue, includes properties on both sides of street, property line along the back of lots on the south side of Empire Avenue to Kings Bridge Road, property line along the back of lots on the west side of Kings Bridge Road to Cavendish Square, property line along the back of lots on the west side of Cavendish Square to Duckworth Street, property line along the back of lots on the north side of Duckworth Street to Hill O'Chips, Hill O'Chips to Pier 17.

Ward 3

This ward covers an area bounded by the Waterford River from the bridge at Water Street, Waterford River to intersection with South River, South River to old city boundary just southwest of Beacon Hill Crescent, old city boundary to point just south of Kenmount Road, following a line approximately parallel to Old Pennywell Road to New Pennywell Road, property line along the back of lots on the south side of New Pennywell Road to Empire Avenue, property line along the back of lots on the south side of Empire Avenue to Cashin Avenue, property line along the back of lots on the west side of Cashin Avenue to Blackmarsh Road, property line along the back of lots on the north side of Blackmarsh Road to Hamilton Avenue, property line along the back of lots on the south side of Hamilton Avenue to Shaw Street, property line along the back of lots on the west side of Shaw Street to Topsail Road, property line along the back of lots on the south side of Topsail Road to Water Street, property line along the back of lots on the south side of Water Street to bridge, across bridge.

Ward 4

This ward covers an area bounded by following the city boundary from point just south of Kenmount Road northwest around to intersection with Portugal Cove Road, Portugal Cove Road to point where proposed Outer Ring Road will intersect, proposed Outer Ring Road to Torbay Road, property line along the back of lots on the west side of Torbay Road to Kennas Hill, property line along the back of lots on the west side of Kennas Hill to Kings Bridge Road, Empire Avenue from Kings Bridge Road to New Pennywell Road, includes properties on both sides of street segment, property line along the back of lots on the south side of New Pennywell Road to Old Pennywell Road, following a line approximately parallel to Old Pennywell Road to a point just south of the city boundary at Kenmount Road.

Ward 5

This ward covers an area bounded by the Waterford River from the bridge at Water Street, Waterford River to intersection with South River, South River to old city boundary just southwest of Beacon Hill Crescent, old city boundary to new city boundary, city boundary west to Petty Harbour‑Maddox Cove boundary, Petty Harbour‑Maddox Cove boundary to northwest corner of that boundary, then follows an arbitrary line north to bridge crossing Waterford River to Water Street.
