Under the authority of section 3 of the City of St. John's Act, section 10 of the Municipal Authorities Amendment Act, 1991, and the Subordinate Legislation Revision and Consolidation Act, the Lieutenant‑Governor in Council makes the following Order.

Short title

        1. This Order may be cited as the City of St. John's Boundary Order.

        3. The City of St. John's Boundary Order, 1991, Newfoundland Regulation 236/91, is repealed.


Schedule A

City of St. John's Municipal Boundary

Beginning at the coastal tip of Spriggs Point and then following the Atlantic sinuosities of St. John's Bay, Cape Spear, Petty Harbour, Motion Head and Long Point to the highwater mark in a small cove at the northern extremity of Breach Head at co‑ordinates north 5 243 340 metres and east 324 350 metres;

Then north 59° 30' west 4,250 metres to a point, that point being a Bench Mark No. 710001, north 5 245 483.101 metres, east 320 690.069 metres (Crown Lands Reference) elevation 271 metres on a height of land referred to as American Man;

Then along a bearing of alignment with (Crown Lands) control monument No. 026723, elevation 162.70 metres, north 48° 30' west 1,420 metres, more or less, to a point on the Bay Bulls Big Pond Watershed Area;

Then in a general westerly direction following the watershed boundary to a point, that point being the westernmost point of the watershed and the northernmost extremity of Bay Bulls River catchment area;

Then in a general westerly direction along the northern extremity of the catchment area to a point on the eastern extremity of Thomas Pond catchment area;

Then in a clockwise direction around Thomas Pond catchment area to a point on the Indian Pond Generating Station transmission line running northeast and west of Hennesseys Pond;

Then north 79° 30' west 1,830 metres, more or less, to a point on the centre line of the Trans Canada Highway (Route 1), that point being the centre point of an unnamed brook flowing into Loon Pond;

Then in a northwesterly direction by way of the northern shoreline of Loon Pond, Little Soldiers Pond, Black Mountain Pond, and their connecting waterways to and along Lower Gullies River to a point at co‑ordinates north 5 256 620 metres and east 302 285 metres;

Then running due west a distance of 1,660 metres, more or less, to a point on the western sideline of Morgan's Road;

Then along the western sideline of Morgan's Road in a generally northerly direction a distance of 1,520 metres, more or less, to a point on a power transmission (centre) line;

Then following the power transmission (centre) line to the point of intersection with Kelligrews River;

Then north 76° 00' east 2,850 metres, more or less, to the northernmost end of Gull Pond and proceeding northeastwardly to the southernmost end of Wych Hazel Pond;

Then north 21° 30' east to a point on the southern bank of Manuels River at co‑ordinates north 5 261 936 metres and east 310 482 metres;

Then north 31° 00' east 1,055 metres, more or less, to a point on the northern sideline of Route 2A (Manuels Access Road), that point being on Fowlers Brook;

Then in a general easterly direction along the northern sideline of Route 2A (Manuels Access Road)/Pitts Memorial Drive (Route 2) (nevertheless including all ramps) to a point on the eastern side of Commonwealth Avenue (extension);

Then in a northerly direction along the eastern sideline of Commonwealth Avenue (extension) to the southern sideline of Brookfield Road;

Then in a northeasterly direction along the southern sideline of Brookfield Road to a point in alignment with the western boundary of land now or formerly owned by the Newfoundland Telephone Co.;

Then in a northwesterly direction crossing Brookfield Road to and along the western boundary of that land to a point on the eastern boundary of land now or formerly owned by L. & S. Holdings Ltd.;

Then by way of that land in a counterclockwise direction to a point on its western boundary, that point being on the St. John's Urban Region Agriculture Development Area;

Then following the ADA boundary north 41° 00' west 365 metres, more or less, to a point on the northerly side of a road, that point having co‑ordinates north 5 263 240 metres and east 320 085 metres, and south 74° 00' west 60 metres to a point having co‑ordinates north 5 263 225 metres and east 320 025 metres, and north 40° 00' west 290 metres to a point having co‑ordinates north 5 263 450 metres and east 319 840 metres, and north 50° 00' east 45 metres to a point having co‑ordinates north 5 263 480 metres and east 319 870 metres, and north 38° 15' west 34 metres, more or less, to a point on the southern boundary of the Mount Pearl sports facilities;

Then by way of the sports facilities north 53° 55' 08" east 85.299 metres, and north 53° 20' 27" east 140.013 metres, and north 52° 57' 59", 133.950 metres, and north 89° 00' 00" east 125.958 metres, and north 1° 00' 00" west 160 metres to a point on the northern boundary of the Mount Pearl sports facilities at co‑ordinates north 5 263 882 metres and east 320 261 metres;

Then north 71° 30' east 275 metres, more or less, to a point at co‑ordinates north 5 263 970 metres and east 320 520 metres;

Then following a fenceline north 80° 00' east 200 metres, more or less, and north 81° 45' east 96 metres, more or less, to a point at co‑ordinates north 5 264 020 metres and east 320 812 metres;

Then proceeding along the fenceline north 60° 15' east 89 metres, more or less, and north 62° 45' east 126 metres, more or less, and north 67° 15' east 242 metres, more or less, and north 18° 30' east 18.5 metres, more or less, to a point on the sideline of the Canadian National Railway right‑of‑way at co‑ordinates north 5 264 233 metres and east 321 231 metres;

Then in an easterly direction along the southern sideline of the railway right‑of‑way to a point at the western periphery of the proposed east/west arterial road at co‑ordinates north 5 264 290 metres and east 321 762 metres;

Then following the western periphery of the proposed east/west arterial road, running north 11° 45' east 37.5 metres, more or less, and proceeding approximately 268 metres via the arc of a curve of radius 340 metres to a point at co‑ordinates north 5 264 577 metres and east 321 706.5 metres, that point bearing north 14° 20' west 259 metres, more or less, from the last given point, and continuing along the arterial north 40° 30' west 56 metres, more or less, to a point at co‑ordinates north 5 264 620 metres and east 321 670 metres;

Then running northward via fenceline along the eastern boundary of land owned by the Royal Garage Ltd., and the eastern boundary of property of Muir's Marble Works, and the eastern boundary of the premises of one Kevin Walsh, proceeding to a point on the north side of Topsail Road at co‑ordinates north 5 264 743 metres and east 321 625 metres, that point bearing north 20° 15' west 131 metres, more or less, from the last given point;

Then running westward approximately 195 metres along the northern sideline of Topsail Road to a point at co‑ordinates north 5 264 696.4 metres and east 321 437.3 metres;

Then proceeding along the western periphery of the arterial road, via the western sideline of the St. John's Regional Water Supply System Easement, running north 10° 50' 22" west 72 metres, more or less, and north 25° 13' 42" west 666 metres, more or less, to a point on the southern sideline of Blackmarsh Road, that point having co‑ordinates north 5 265 370 metres and east 321 139.5 metres;

Then continuing north 25° 13' 42" west 221 metres, more or less, to a point on a power transmission line, that point having co‑ordinates north 5 265 570 metres and east 321 044 metres;

Then running via power line north 51° 15' east 51 metres, more or less, to a point on a survey cut line, that point having co‑ordinates north 5 265 602 metres and east 321 084 metres;

Then following the western boundary of all that piece or parcel of land formerly known as V.L.A Lot #1 of the "Hans Wich Subdivision", running 28° 30' west via cut line 380 metres, more or less, and north 35° west 23 metres, more or less, to a point, spot elevation 232.2 metres at co‑ordinates north 5 265 952 metres and east 320 889 metres;

Then generally following the southern boundary of the Canadian Government Railways Microwave Site, running south 65° west 573 metres, more or less, to a point at co‑ordinates north 5 265 711.5 metres and east 320 368.5 metres, and due north 501.5 metres, more or less, to a point, spot elevation 209.8 metres at co‑ordinates north 5 266 213 metres and east 320 368.5 metres;

Then running due west along property of the Butler Estate traditionally known as "Rossland" 289 metres, more or less, to a point at co‑ordinates north 5 266 213 metres and east 320 079 metres;

Then following the northern sideline of a 30 metre wide right‑of‑way running south 87° 13' west along the southern boundary of land now or formerly owned by E.C. Hiscock 240 metres, more or less, to a point at co‑ordinates north 5 266 201.5 metres and east 319 840 metres;

Then running northwestward along a fenceline between land now or formerly owned by G.G.R. Parsons and the Hiscock property proceeding to a point situated 130 metres, more or less, northeastward along the southern sideline of the Trans Canada Highway from the Wyatt Boulevard intersection, that point being at co‑ordinates north 5 266 600 metres and east 319 600 metres, and bearing north 31° 00' west 466 metres, more or less, from the last given point;

Then running southwestward 1.56 kilometres, more or less, along the southern sideline of the Trans Canada Highway to a point at co‑ordinates north 5 266 053.5 metres and east 318 149 metres;

Then along a bearing of alignment with a point situated 290 metres, more or less, along the centre line of the Trans Canada Highway from the intersection of the road to the Anglican Cemetery running north 20° west 60 metres, more or less, to a point being at co‑ordinates north 5 266 110 metres and east 318 129 metres;

Then along a bearing of alignment with a point, spot elevation 189.1 metres, between 2 cut lines, following a demarcation line between land now or formerly owned by Cabot Development and land now or formerly owned by Country Holdings and Newfoundland Telephone Co. Ltd. running north 30° west 619 metres, more or less, to a point at co‑ordinates north 5 266 645 metres and east 317 817 metres;

Then traversing Crown land running north 03° 00' east 189 metres to a point, spot elevation 187 metres, at co‑ordinates north 5 266 834 metres and east 317 826.5 metres, that point being on the Broad Cove River Watershed;

Then in a general westerly direction along the watershed to a point at co‑ordinates north 5 266 376 metres and east 315 263 metres;

Then south 61° 30' west 335 metres, more or less, to a point on a cut line 84 metres northwest of Milton Road at co‑ordinates north 5 266 215 metres and east 314 967 metres;

Then north 30° 00' west 450 metres, more or less, and north 47° 00' west 90 metres, more or less, along the cut line to a point on a second cut line;

Then south 48° 30' west 280 metres, more or less, along the cut line to a point at the rear of Paradise Cemetery 50 metres northwest of Janal's Road and 153 metres from the centre line of Paradise Road;

Then in a northwesterly direction along a line parallel to and 153 metres from the centre line of the road to a point at co‑ordinates north 5 266 767 metres and east 314 261 metres;

Then north 47° 00' east 122 metres, more or less, to a point at co‑ordinates north 5 266 850 metres and east 314 350 metres;

Then north 43° 30' west 75 metres, more or less, to a point at co‑ordinates north 5 266 905 metres and east 314 297 metres;

Then in a southwesterly direction to and along the western side of Bernard Drive 100 metres, more or less, to a point 153 metres from the centre line of Paradise Road;

Then in a westerly direction along a line parallel to and 153 metres from the centre line of the road to a point on the eastern sideline of Camrose Drive;

Then in a northerly direction along the eastern sideline of Camrose Drive to and then in an easterly direction along the southern sideline of Southview Road to a point on a transmission (centre) line;

Then in a southwesterly direction along the transmission (centre) line 120 metres, more or less, to a point;

Then due east 65 metres, more or less, to a point at co‑ordinates north 5 267 327 metres and east 314 019 metres;

Then north 23° 30' east 88 metres, more or less, to a point on the northern sideline of Southview Road at co‑ordinates north 5 267 408 metres and east 314 054 metres;

Then in a northwesterly direction along the northern sideline of the road 35 metres, more or less;

Then north 18° 00' east 61 metres, more or less, to a point at co‑ordinates north 5 267 489 metres and east 314 045 metres;

Then in a northwesterly direction along a line parallel to and 61 metres from the sideline of the road 45 metres, more or less, to a point on the power transmission (centre) line at co‑ordinates north 5 267 507 metres and east 314 003 metres;

Then in a northeasterly direction along the power transmission (centre) line 155 metres, more or less, to a point;

Then north 61° 00' east 69 metres, more or less, to a point at co‑ordinates north 5 267 694 metres and east 314 100 metres;

Then north 30° 30' west 100 metres, more or less, to a point on the power transmission (centre) line, that point being 61 metres from the eastern sideline of Camrose Drive;

Then in a northeasterly direction along a line parallel to and 61 metres from the side of Camrose Drive extension (Millers Road) to a point at co‑ordinates north 5 267 858 metres and east 314 130 metres;

Then north 56° 00' west 61 metres, more or less, to a point on the eastern sideline of Camrose Drive extension (Millers Road), that point being 75 metres northeastward via Camrose Drive extension (Millers Road) from its intersection with the power transmission (centre) line;

Then in a northeasterly direction along the eastern sideline of Camrose Drive extension (Millers Road) to a point at co‑ordinates north 5 268 033 metres and east 314 150 metres;

Then crossing Camrose Drive extension (Millers Road) to and then following the Broad Cove River Watershed boundary to a point, spot elevation 183 metres;

Then south 75° 00' west 77 metres, more or less, to a point on the power transmission (centre) line at co‑ordinates north 5 268 066 metres and east 313 881 metres;

Then north 30° 30' west via the power transmission (centre) line 592 metres, more or less, to a point at co‑ordinates north 5 268 577 metres and east 313 583 metres;

Then south 84° 30' east 400 metres, more or less, to a point on Camrose Drive extension (Millers Road) at co‑ordinates north 5 268 535 metres and east 313 980 metres, that point being on the Broad Cove River Watershed;

Then in a general northerly direction along the watershed boundary to a point on the southern bank of Broad Cove River at co‑ordinates north 5 269 932 metres and east 315 460 metres;

Then in an easterly direction along the southern bank of Broad Cove River to and along an unnamed indefinite stream to the western extremity of Barking Kettle Pond;

Then in an easterly direction along the northern shoreline of the pond to the mouth of an unnamed indefinite stream;

Then in an easterly direction along the stream to the southern tip of an unnamed pond;

Then in a northerly direction along the western shoreline of the pond to a point on the northern shoreline at co‑ordinates north 5 269 984 metres and east 316 451 metres;

Then north 86° 00' east 947 metres, more or less, to a point on the northwest shoreline of Powers Pond at co‑ordinates north 5 270 046 metres and east 317 397 metres;

Then in an easterly direction along the northern shoreline of the pond 45 metres, more or less, to the western bank of an unnamed stream;

Then in a northerly direction along the western bank of the stream to the southern shoreline of Gull Pond;

Then in a westerly direction along the southern shoreline of the pond to a point at co‑ordinates north 5 270 369 metres and east 316 882 metres;

Then due south 20 metres, more or less, to the northern sideline of Thorburn Road at co‑ordinates north 5 270 349 metres and east 316 882 metres;

Then in a westerly direction along the northern sideline of the road to a point at co‑ordinates north 5 270 300 metres and east 316 504 metres;

Then due north 10 metres, more or less, to a point at the southeastern extremity of Healeys Pond at co‑ordinates north 5 270 310 metres and east 316 504 metres;

Then following the shoreline of the pond in a westerly and northerly direction to a point on its northern extremity at co‑ordinates north 5 270 956 metres and east 316 710 metres;

Then north 28° 00' east to and along a bearing of alignment with a cut line 517 metres, more or less, to a point on the Broad Cove River Watershed at co‑ordinates north 5 271 414 metres and east 316 952 metres;

Then in a general northerly direction following the Broad Cove River‑Windsor Lake Watershed boundary to a point on the southern sideline of Old Broad Cove Road at co‑ordinates north 5 273 512 metres and east 317 596 metres;

Then in an easterly direction along the southern sideline of the road to a point having co‑ordinates north 5 273 685 metres and east 317 908 metres;

Then north 31° 00' west 218 metres, more or less, to a high point, spot elevation 180.9 metres and on the Windsor Lake Watershed boundary;

Then in a northeasterly direction along the watershed boundary 230 metres, more or less, to a high point (Crown Lands) control monument No. 029006, elevation 180.41 metres;

Then north 87° 15' east 332 metres, more or less, to a point on a power (centre) line at co‑ordinates north 5 274 077 metres and east 318 254 metres;

Then in a northeasterly direction along the power (centre) line to a point at co‑ordinates north 5 274 326 metres and east 318 440 metres, and being on southern sideline of Portugal Cove Road;

Then in an easterly direction along the southern sideline of the road crossing Old Broad Cove Road to a point due south of (Crown Lands) control monument No. 029011, elevation 155.50 metres;

Then due north to the (Crown Lands) control monument;

Then north 24° 00' west 967 metres, more or less, to a high point, spot elevation 151.6 metres at co‑ordinates north 5 274 672 metres and east 319 756 metres;

Then north 29° 30' west 1,390 metres, more or less, to a high point, spot elevation 194.2 metres at co‑ordinates north 5 275 878 metres and east 319 068 metres;

Then north 58° 30' east 2,260 metres, more or less, to a point on an unnamed stream flowing into the northwest corner of Western Island Pond, that point being on the Torbay municipal boundary;

Then running south 09° 45' east 960 metres, more or less;

Then running north 86° 04' east 1,275 metres, more or less, to a point at co‑ordinates north 5 276 208 metres and east 322 409 metres;

Then generally following the boundary of the St. John's airport and the boundary of the agricultural development area described in the development area of the St. John's Urban Region Agriculture Order, running north 58° 47' east 534 metres to a point at co‑ordinates north 5 276 485 metres and east 322 866 metres, and north 49° 03' east 310 metres to a point at co‑ordinates north 5 276 688 metres and east 323 100 metres, and south 70° 07' east 1,276 metres to a point at co‑ordinates north 5 276 254 metres and east 324 300 metres, and north 85° 42' east 1,106 metres to a point at co‑ordinates north 5 276 337 metres and east 325 403 metres;

Then continuing along the airport boundary proceeding north 85° 42' east 54 metres, more or less, to a steel pin at the western side of Torbay Road, and due south along the western side of Torbay Road 50 metres, more or less, to a point bearing north 02° east 100 metres, more or less, from (Crown Lands) control monument No. 029037, elevation 112.57 metres;

Then running due east 82 metres, more or less, to a point at co‑ordinates north 5 276 291 metres and east 325 539 metres;

Then traversing a ridge situated south of land now or formerly owned by J. Kent, running north 66° 30' east 71.5 metres, more or less, to a point, spot elevation 112.5 metres, and north 60° 30' east 61.5 metres, more or less, to spot elevation 114.2 metres, and north 55° east 105.5 metres, more or less, to spot elevation 117.8 metres, and north 58° 45' east 65 metres, more or less, to spot elevation 116.5 metres, and north 69° 30' east 144.5 metres, more or less, to a point at co‑ordinates north 5 276 493.5 metres and east 325 934 metres;

Then along a line of demarcation with land now or formerly owned by Club Commodore, running south 27° 00' east via cut line 267 metres, more or less, to a point at co‑ordinates north 5 276 256 metres and east 326 057 metres;

Then generally northeastward along the northern side of Island Pond at a reserved distance of 10 metres from the shoreline and feeder stream thereof to a point at co‑ordinates north 5 276 536 metres and east 326 300 metres;

Then running north 60° 00' east 54 metres, more or less, to a point on a power transmission line, that point having co‑ordinates north 5 276 564 metres and east 326 346 metres;

Then running southeastward via power line to a point on the southern bank of Outer Cove Brook, that point having co‑ordinates north 5 276 203 metres and east 326 558 metres;

Then following the boundary of the agricultural development area of the St. John's Urban Region Agriculture Order northeastward along the southern bank of Outer Cove Brook to a point at co‑ordinates north 5 276 302 metres and east 326 687 metres, that point bearing north 53° 00' east 162 metres, more or less, from the last given point, and south 46° 30' east 726 metres, more or less, to a point at co‑ordinates north 5 275 802 metres and east 327 214 metres, and south 37° 55' east 132 metres, more or less, to a point at co‑ordinates north 5 275 698 metres and east 327 295 metres, and south 59° 02' west 35 metres, more or less, to a point at co‑ordinates north 5 275 680 metres and east 327 265 metres, and south 35° 23' east 178 metres, more or less, to a point at co‑ordinates north 5 275 535 metres and east 327 368 metres, and south 68° 19' west 95 metres, more or less, to a point at co‑ordinates north 5 275 500 metres and east 327 280 metres, and south 21° 35' east 381 metres, more or less, to a point at the southern side of Snow's Lane, that point having co‑ordinates north 5 275 146 metres and east 327 420 metres;

Then following the northeastern sideline of a Newfoundland Power transmission line right‑of‑way to a point at co‑ordinates north 5 274 765 metres and east 328 078.5 metres, that point bearing south 61° 45' east 613 metres, more or less, from the last given point, and proceeding along the line south 52° 55' east 54.7 metres to a point on the western sideline of Logy Bay Road, that point having co‑ordinates north 5 274 732 metres and east 328 122 metres;

Then running southward along the western sideline of Logy Bay Road to a point at co‑ordinates north 5 274 628.5 metres and east 328 148.5 metres, that point bearing north 02° west 20.5 metres, more or less, from a point on the centre line of the surveyed route of the proposed outer ring road at (Crown Lands) control monument No. 029045;

Then following the northern sideline of the proposed ring road (40 metres wide) running south 72° 45' east 32 metres, more or less;

Then along a line of demarcation with land now or formerly of H. Noseworthy running north 86° east 80 metres, more or less, to a corner point;

Then following the arc of a curve parallel to and 50 metres from the centre line of the proposed outer ring road to a point bearing south 65° 30' east 68 metres from the last given point;

Then traversing a ridge to the summit of a mountain traditionally known as "Lars Hill" running north 28° 00' east 19.5 metres, more or less, to a spot elevation 97.5 metres at co‑ordinates north 5 274 614.5 metres and east 328 329.5 metres, and north 49° 45' east 202 metres, more or less, to spot elevation 103.2 metres at co‑ordinates north 5 274 744.5 metres and east 328 484 metres, and north 37° 00' east 197 metres, more or less, to a hydro pole at co‑ordinates north 5 274 902 metres and east 328 603 metres, and north 30° 00' east 45 metres, more or less, to a point at co‑ordinates north 5 274 942 metres and east 325 625 metres, and south 86° 00' east 305 metres, more or less, to the corner point in a fenceline at co‑ordinates north 5 274 919 metres and east 328 930 metres, and north 48° 30' east 217 metres, more or less, to the summit of Lars Hill, spot elevation 171.3 metres at co‑ordinates north 5 275 062 metres and east 329 042.5 metres;

Then along a line of demarcation with property of Memorial University of Newfoundland running south 25° 30' east via that cut line 775 metres, more or less, to a point on the coastline of Robin Hood Bay;

Then following the Atlantic coastline generally southwardly passing Small Point, Cuckold Head, North Head, The Narrows, South Head, Freshwater Bay to Spriggs Point, the point of beginning.

All bearings refer to grid north, central meridian 53° west longitude, and as with distances and/or co‑ordinates given are subject to approximation as delineated on the 1:12,500, 1:1250, and 1:2500 Crown Lands and Surveys Division Mapping, 1973/78 editions.
