A AN ACT FOR GRANTING TO HER MAJESTY CERTAIN
SUMS OF MONEY FOR DEFRAYING CERTAIN EXPENSES OF THE PUBLIC SERVICE FOR THE

it appears that the sums mentioned are required to defray certain expenses of
the Public Service of Newfoundland and MAY IT THEREFORE PLEASE YOUR MAJESTY THAT- Be it enacted by the Lieutenant-Governor and
House of Assembly in Legislative Session convened, as follows: Short title 1. This
Act may be cited as the Interim Supply
Act, 2010. Interim Supply 2010-2011 2. From
and out of the Consolidated Revenue Fund there may be issued by the Minister of
Finance and President of Treasury Board sums not exceeding $2,398,481,900
and the sums so issued shall be paid and applied by the several Heads of
Expenditure in respect of the financial year extending from Transfer of funds 3. (1) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums, both current and capital, voted within one
Head of Expenditure to another Head of Expenditure during the 2010-11 Interim
Supply period, for the provision of human resources, financial, administrative
and regional services affected by the implementation of the corporate services
model. (2) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums, both current and capital, voted within one Head of Expenditure providing the noted services, during the 2010-11 Interim Supply period, for the provision of human resources, financial and related administrative services provided in the listed activities by a division servicing multiple departments (a) Department of Executive Council activities, 2.5.01 Financial Administration, 2.5.02 Strategic Human Resource Management; (b) Department of Municipal Affairs activity, 1.2.02 Administrative Support; (c) Department of Finance activity, 2.4.02 Corporate Services; and (d) Department of Natural Resources activity,
1.2.02 Administrative Support. (3) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within the Department of Finance to another Head of Expenditure during the 2010-11 Interim Supply period, to facilitate expenditures for compensation, benefits and other associated adjustments. (4) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted
within Consolidated Fund Services to another Head of Expenditure during the 2010-11
Interim Supply period, to facilitate expenditures for special retirement and
other payments. (5) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within the Department of Environment and Conservation to another Head of Expenditure during the 2010-11 Interim Supply period to facilitate expenditures for Clean Air and Climate Change (Eco Trust) initiatives. (6) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within the Department of Finance to another Head of Expenditure during the 2010-11 Interim Supply period, to facilitate expenditures for financial assistance and initiatives consistent with the objectives of the Community Development Trust. (7) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums
voted within the Department of Health and Community Services to the Department
of Child, Youth and Family Services during the 2010-11 Interim Supply period,
for the provision of human resource, financial, administrative and regional
services affected by the implementation of the new Department of Child, Youth
and Family Services. (8) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums
voted within the Department of Child, Youth and Family Services to the
Department of Health and Community Services during the 2010-11 Interim Supply
period, for the provision of human resource, financial, administrative and
regional services affected by the implementation of the new Department of
Child, Youth and Family Services. (9) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums
voted within the Executive Council to another Head of Expenditure during the 2010-11
Interim Supply period to facilitate expenditures for training and development
within government. Commencement 4. This Act is considered to have come into force
on Schedule
