SUMS OF MONEY FOR DEFRAYING CERTAIN EXPENSES OF THE PUBLIC SERVICE FOR THE

Transfer of funds Schedule MAY IT PLEASE YOUR MAJESTY- WHEREAS it appears that the sums mentioned are required to defray certain expenses of the Public Service of Newfoundland and Labrador for the financial year ending March 31, 2021 and for other purposes relating to the public service: Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows: Short title 1. This
Act may be cited as the Supply Act, 2020. Further supply 2. From and out of the Consolidated Revenue Fund there may be issued by the Minister of Finance sums not exceeding $1,559,733,200 in addition to the sum of $2,631,157,300 authorized by the Interim Supply Act, 2020, the sum of $200,000,000 authorized by the Interim Supply Act, 2020 No. 2, the sum of $1,971,702,600 authorized by the Interim Supply Act, 2020 No. 3 and the sum of $1,040,216,400 authorized by the Interim Supply Act, 2020 No. 4 the aggregate of the sums authorized to be issued under this Act, the Interim Supply Act, 2020, Interim Supply Act, 2020 No. 2, Interim Supply Act, 2020 No. 3 and Interim Supply Act, 2020 No. 4 being $7,402,809,500. Effect of authorization 3. The sums authorized to be issued by this Act as set out in the Schedule shall be paid and applied by the several heads of expenditure in respect of the financial year extending from April 1, 2020 to March 31, 2021 towards defraying the charges and expenses of the Public Service of Newfoundland and Labrador as set out in the Schedule. Transfer of funds 4. (1) Notwithstanding the Financial Administration Act, the
Treasury Board may transfer sums voted within the Executive Council, 3.3.02 -
Government Personnel Costs, to another head of expenditure during the fiscal
year ending March 31, 2021, to facilitate expenditures for compensation, benefits,
contract and other associated adjustments. (2) Notwithstanding the Financial
Administration Act, the Treasury Board may transfer sums voted within
Consolidated Fund Services, 2.1.02 - Ex-Gratia and other Payments, to another
head of expenditure during the fiscal year ending March 31, 2021, to facilitate
expenditures for special retirement, salaries and other payments. (3) Notwithstanding the Financial
Administration Act, the Treasury Board may transfer sums voted within one
head of expenditure to another head of expenditure during the fiscal year
ending March 31, 2021, to facilitate expenditures for Financial Assistance,
3.3.03 and 3.3.04, voted within Executive Council. (4) Notwithstanding the Financial
Administration Act, the Treasury Board may transfer sums voted within
Consolidated Fund Services, 3.1.01 – Contingency and 3.1.02 – COVID Related
Contingency, to another head of expenditure during the fiscal year ending March
31, 2021 to facilitate unforeseen expenditures and expenditures associated with
the ongoing pandemic. (5) Notwithstanding the Financial
Administration Act, the Treasury Board may transfer sums voted within the
various heads of expenditures to other heads of expenditures during the fiscal
year ending March 31, 2021, to facilitate expenditures related to the
Government structure reorganization announced in 2020. Schedule
