MAY IT PLEASE YOUR MAJESTY-

                   WHEREAS it appears that the sums mentioned are required to defray certain expenses of the Public Service of Newfoundland and Labrador, all of which has been authorized by Special Warrant dated March 24, 2021, for the financial year ending March 31, 2022 and for other purposes relating to the public service:

MAY IT THEREFORE PLEASE YOUR MAJESTY THAT-

Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows:

Short title

        1. This Act may be cited as the Interim Supply Act, 2021.

Interim Supply
2021-2022

        2. From and out of the Consolidated Revenue Fund there may be issued by the Minister of Finance and President of Treasury Board sums not exceeding $2,086,721,900 and the sums so issued shall be paid and applied by the individual Heads of Expenditure in respect of the financial year extending from April 1, 2021 to March 31, 2022 towards defraying the charges and expenses of the Public Service of Newfoundland and Labrador as set out in the Schedule.

Transfer of funds

        3. (1) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within Executive Council, 3.3.02 – Government Personnel Costs, to another Head of Expenditure during the 2021-22 Interim Supply period, to facilitate expenditures for compensation, benefits and other associated adjustments.

             (2)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within Consolidated Fund Services, 2.1.02 – Ex-Gratia and other Payments, to another Head of Expenditure during the 2021-22 Interim Supply period, to facilitate expenditures for special retirement, salary and employee-related payments. 

             (3)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within Executive Council, Financial Assistance 3.3.03 and 3.3.04, to another Head of Expenditure during the 2021-22 Interim Supply period, to facilitate current and capital financial assistance payments.

             (4)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within Consolidated Fund Services, 3.1.01 – Contingency, to another Head of Expenditure during the 2021-22 Interim Supply period, to facilitate expenditures that have not been anticipated and not provided for by the Legislature. 

             (5)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within Consolidated Fund Services, 3.1.02 – COVID Contingency, to another Head of Expenditure during the 2021-22 Interim Supply period, to facilitate expenditures related to the COVID-19 Pandemic.

             (6)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within the Department of Finance, 5.1.01 – Federal Programs, to another Head of Expenditure during the 2021-22 Interim Supply period, to facilitate expenditures where funding has been provided by the Federal Government. 

             (7)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within various Heads of Expenditure to other Heads of Expenditure during the 2021-22 Interim Supply period, to facilitate expenditures related to the COVID-19 Pandemic.

 

        4. This Act is considered to have come into force on April 1, 2021.
