SWEARING-IN OF MEMBERS
Members-Elect met in the Assembly Chamber on the morning of April 12, 2021, for
the Swearing-In Ceremony.

Good morning, as Clerk of the House of Assembly, it gives me great pleasure to
welcome Her Honour the Lieutenant-Governor, the hon. Judy Foote, and all
Members-Elect to this ceremony today.
Today, the Members-Elect become Members of the House of Assembly for the 50th
General Assembly in our province since 1833. On behalf of my fellow House
Officers, as well as all the staff of the House of Assembly Service, we look
forward to working with and serving all Members during the 50th General
Assembly.

February 13, 2021;

Assembly.

either of you, to request that the Members-Elect gather in the House of Assembly
Chamber on Monday, April 12, 2021, at 10 o'clock in the morning in order to take
their Oaths or Affirmations of Allegiance and Oaths or Affirmations of Office
before me.”
Your Honour, I am pleased to report that Mr. Bruce Chaulk, the Chief Electoral
Officer, has published a report in the April 12, 2021, edition of
The Newfoundland and Labrador Gazette
assuring us that 39 Members-Elect have been duly elected and are entitled to
take their Oath or Affirmation of Allegiance and Oath or Affirmation of Office.
The April 12, 2021, edition of the Newfoundland Gazette, containing the report
of the Chief Electoral Officer, is deemed to be tabled and formally entered into
the House records.
It is noted that the writ of election has not been returned from the District of
St. John's East - Quidi Vidi. There is currently an application before the
Supreme Court with respect to the election in that district.
In observance of Public Health guidance, the traditional Swearing-in Ceremony
has been modified. Members-Elect will be sworn-in individually in the order of
the name of the district they represent. As their names are called Members-Elect
will come forward to be seated at the desk to the right of Her Honour; they will
remain seated, but will remove their masks to make their Oaths or Affirmations.
Each Member-Elect will swear an Oath of Allegiance or affirm an allegiance to
Her Majesty Queen Elizabeth II, as Queen of Canada, before Her Honour. This
requirement is set forth in section 128 of the
Constitution Act, 1867 for all
legislatures in Canada. Each Member-Elect will also make an Oath or Affirmation
of Office. This requirement is set forth in section 5 of the
House of Assembly Accountability,
Integrity and Administration Act.
Following the making of Oaths or Affirmations, an official photo will be taken.
The Members will then put their masks back on and proceed to the Table to sign
the Roll of Members. The Roll of Members is the large, hand-lettered document
lying on the Table of the House. The signed Roll of Members is hung in the
corridor outside of the Chamber for the duration of the General Assembly. Once
the Roll is signed, the Member will exit the Chamber.
Once all Members have signed the Roll, Her Honour, the Clerk, the Clerk
Assistant and Law Clerk will sign the Roll at the bottom. A facsimile of the
Members' Roll will be prepared and given to each Member as a memento of this
event at a later date, along with a copy of their signed Oaths or Affirmations
as witnessed by Her Honour.
