A BILL AN ACT FOR GRANTING TO HER MAJESTY CERTAIN
SUMS OF MONEY FOR DEFRAYING CERTAIN EXPENSES OF THE PUBLIC SERVICE FOR THE
FINANCIAL YEAR ENDING MARCH 31, 2007 Analysis 1.

it appears that the sums mentioned are required to defray certain expenses of
the Public Service of Newfoundland and MAY IT THEREFORE PLEASE YOUR MAJESTY THAT- Be it enacted by the Lieutenant-Governor and
House of Assembly in Legislative Session convened, as follows: Short title 1. This
Act may be cited as the Interim Supply
Act, 2006. Interim Supply
2006-2007 2. From
and out of the Consolidated Revenue Fund there may be issued by the Minister of
Finance and President of Treasury Board sums not exceeding $1,509,510,800 and the sums so issued shall be paid and applied by the several
Heads of Expenditure in respect of the financial year extending from April 1,
2006 to March 31, 2007 towards defraying the charges and expenses of the Public
Service of Newfoundland and Labrador as set out in the Schedule. Transfer of Funds 3. (1) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within one Head of Expenditure to
another Head of Expenditure during the 2006-07 Interim Supply period, to
facilitate expenditures for Ex-Gratia and Other Payments (2.1.02) voted within
Consolidated Fund Services. (2) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within the Department of Finance - Government Personnel Costs (1.3.01) to another Head of Expenditure during the 2006-07 Interim Supply period, to facilitate expenditures for compensation and other associated adjustments approved by the Treasury Board. (3) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within the Executive Council - Human Resource and Policy Capacity Development (3.1.06) to another Head of Expenditure during the 2006-07 Interim Supply period, to facilitate expenditures for training and development and policy positions within government. (4) The Treasury Board may transfer sums voted for the purpose of the various Current Account Administrative Support subheads between one Head of Expenditure to another Head of Expenditure or from an Administrative Support subhead in a Head of Expenditure to the Office of the Comptroller General subhead in the Department of Finance or to the Public Service Secretariat subhead in the Executive Council or the Head of Expenditure, Public Service Commission as determined by the Treasury Board during the 2006-07 Interim Supply period, notwithstanding the Financial Administration Act, to facilitate the financial and human resource corporate service implementation. (5) The Treasury Board may transfer sums voted between one Head of Expenditure to another Head of Expenditure during the 2006-07 Interim Supply period, notwithstanding the Financial Administration Act, to facilitate planning and response for industrial adjustment initiatives.
